For IT: A person who has a degree in Commerce or Law conferred by any Indian University incorporated by law for the time being in force and who is permitted by the Chief Commissioner or Commissioner of Income Tax, as defined in clause (VI) of sub-section(2) of section 288.

For VAT: As per notification in The kolkata Gazette Issue of Monday,20.02.2006, a person who is permitted by the Commitioner,in writing, can act as authorised representative or agent on behalf of dealers in accordance with the provisions of Rule 209.

This enables graduates even without a professional degree to join the elite group of Tax Consultants- what is needed is Professional training.
